Reginald Tarr is the Refugee Congress Delegate for North Dakota. He is a resettled refugee from Liberia.

Reginald works as the resettlement coordinator for the North Dakota Department of Human Services at the Grand Forks Program Center, the very program that he came through as a refugee himself in 2003. Prior to this position, he worked as a case manager for three years with the program at Lutheran Social Services.

Reginald has a bachelor’s degree in Social Work from the University of North Dakota.  During his time at UND, he served an internship with the New American program. He was also the recipient of the Undergraduate Student Civil Engagement Award in 2011 for his involvement with community groups.

He has served on the Board of Directors for Global Friends Coalition, an organization that helps integrate refugees into their new environments, and is president of the United African Community in Grand Forks, North Dakota. He was recognized at the White House in 2016 for his leadership in the refugee and immigrant community.

Reginald is married and has six children — three boys and three girls. In his free time, he likes to make new friends and talk with people.
